Planned Parenthood Columbia Willamette (PPCW) is recruiting for a Chief Medical Operating Officer to join our executive team!

About the Role:

The Chief Medical Operating Officer is a licensed, board-certified OB/GYN or Family Practice physician (MD or DO) who reports to the CEO, sits on the Organizational Leadership team (i.e. executive team), and works with the VP of Operations and Associate Medical Director to provide clinical and operational leadership at Planned Parenthood Columbia Willamette (PPCW).

Responsibilities:

  • Supervises all PPCW health care operations, including APC clinical leadership and contract physicians.
  • Directs, develops, and implements medical protocols consistent with PPFA Medical Standards and Guidelines (MS&Gs) and other Oregon and Washington state policies.
  • Supervises PPCW’s health equity program, working to reduce health inequities in the community.
  • Represents PPCW in the medical community and provides other departments with clinical support and leadership as needed.
  • Upholds all policies and procedures, collaborates and leads on vision and direction, models Planned Parenthood In This Together Values, uses an equity lens, improves operations, and links process improvement to the overall organizational strategy.

Schedule Expectations:

This is a full-time, regular position (40 hours/week). This position is required to occasionally work non-traditional workdays (including weekends), hours and locations to meet operational needs.

Required Qualifications:

  • Medical degree (M.D. or D.O.)
  • Must possess or have the ability to obtain a medical license, without restrictions, to practice in the states of Oregon and Washington.
  • Board Certified Obstetrician/Gynecologist or Family Practice physician with a minimum of five years of experience with a full range of obstetrical and gynecologic care including abortion, early pregnancy complications, comprehensive contraception provision, colposcopy and LEEP provision, and management of gynecologic emergencies.
  • Minimum of 8-10 years’ experience supervising professional and medical staff including demonstrated healthcare leadership and executive senior management experience.
  • Must possess or have the ability to obtain DEA registration in Oregon and Washington, and a current Medicare number.
  • Strong background in direct patient care and competent in the supervision of complex cases.
  • Must be willing to be on call for patient emergencies.
  • Proven track record of management of diverse teams, departments, and clinical initiatives.
  • Trained in population health, using data to design clinical operational initiatives to improve community health and reduce health disparities.
  • Interest in supporting an inclusive work environment by using trauma-informed principles including focus on health equity, reproductive justice, racial justice, and cultural humility in interactions with coworkers, patients, donors, volunteers, and community partners.
  • Analytical and decisive decision maker with the ability to prioritize and communicate to staff key objectives and tactics necessary to achieve organizational goals.

Total Rewards:

The minimum wage for this position is $348,982.40 annually. At PPCW we’re proud to calculate a wage offer based on candidate experience, rather than negotiate an offer which leads to pay inequity. Actual wage offer will be evaluated depending on candidate experience compared to the minimum qualifications of the position. Physical Requirements:

  • Constantly operates a computer and other office equipment such as scanners and printers.
  • Use various computer systems and applications (e.g., Word, Excel, PowerPoint, Outlook), including EHR.
  • Travel often and attend in-person meetings as requested.
  • Work a combination of in person and remotely as position requires.
  • Must be able to work flexible hours, including evenings and weekends.
  • Move about inside the office or health center.
  • Utilize all required PPE.
  • Collect specimens, prepare and administer medications, obtain vital signs and record medical information, observe and exchange accurate information, and conduct reproductive exams including procedures.
  • Perform CPR, operate oxygen equipment, operate ultrasound equipment.
  • Move items weighing up to 25 pounds.

Location:

This position is hybrid/telework. Employee will report to the Flanagan Regional Service Center at 3727 NE Martin Luther King Jr Blvd, Portland OR 97212 and all other PPCW Health Center sites for in-person work. Remote work must be performed within Oregon or Washington. This position is required to regularly travel to all PPCW health centers in Oregon and SW Washington a minimum of twice annually.

Essential Functions:

Operations

  • Ensures the planning, development, implementation, expansion, monitoring and evaluation of services, programs, and projects for all Clinical Operations.
  • Ensures the effective recruitment, selection, training, development, supervision and evaluation of Clinical Operations staff.
  • Works with the VP of Operations to deliver health services with a focus on high quality and patient satisfaction, maximizing efficiency, productivity and fiscal solvency.
  • Ensures the development of the department and functional area budgets in consultation with the VP of Operations and Finance Team.
  • Ensures health service compliance with legal, contractual, ethical and regulatory standards and requirements of PPFA and federal and state laws, regulations, funding sources and licensing agencies.
  • Ensures sufficient revenue for sustained delivery of medical, education and development of services through reimbursement for services, government, programmatic and foundation grants and other funding sources as needed.
  • Provides an equity lens to all Clinical Operations initiatives.
  • Develops and maintains strategic relationships with community organizations and other healthcare organizations, payers, and providers as needed to support PPCW strategic goals.
  • Demonstrates experience, knowledge and understanding of the issues surrounding access, equity, diversity, inclusion, implicit bias and institutional racism including demonstration of the PPCW Equity and Inclusion Leadership Competencies.

Medical

  • Serves as ultimate clinical resource for the affiliate and provides medical consultation to clinicians regarding clinical management. Ensures coverage for on-call physician consultations when absent.
  • Provides 2.5 days (on average) of clinical care, which may include first and second trimester procedural abortions, colposcopy and LEEP procedures, vasectomy, or complex gynecology.
  • Serves as or designates program directors for clinical services as required by PPFA MS&Gs including but not limited to: abortion (medication and procedural), breast care, colposcopy/cryotherapy, permanent contraception (male and female), gender affirmation hormone therapy, gynecology, LEEP, men’s reproductive health care, pregnancy complications (evaluation and management), sedation (minimal, moderate and deep), sexual dysfunction, ultrasound and other services as developed which may include infertility and limited primary care.
  • Ensures that all duties and responsibilities are performed in a professional and patient centered manner in compliance with PPFA’s MS&Gs, PPCW policies and procedures and State and Federal regulatory requirements, including final sign-off of all licensed staff reviews.
